As the 2013 Regular Session of the Alabama Legislature came to a close last month, General Richard F. Allen completed his first legislative session as parliamentary advisor to Lieutenant Governor Kay Ivey, President of the State Senate. Allen was appointed by Lieutenant Governor Ivey in January 2013. His duties include advising the Lieutenant Governor on parliamentary procedure and rules while the Senate is in session.
Allen has previously served the State in various other capacities, including Commissioner of the Alabama Department of Corrections and Chief Deputy Attorney General to four Attorneys General. Prior to holding those positions, he practiced law with Capell & Howard, including ten years as the firm’s managing partner. Allen rejoined the firm as “Of Counsel” in 2012, after retiring from full-time State service.
